The Transport Minister, Humza Yousaf, has today outlined the Scottish Government’s public backing for Murdo Fraser’s draft proposals to regulate the Private Parking industry in Scotland.
During a session on passing a legislative consent motion for the separate Private Parking Code of Practice Bill which is currently making its way through Westminster, the Transport Minister publicly backed Murdo’s Scottish bill.
Murdo has been working with Sir Greg Knight to put together a package of measures to protect parkers and provide greater accountability for the industry.
The parking Code of Practice Bill is set to move through Westminster and will need the Scottish Parliament’s backing before becoming law in Scotland. The bill will include provisions on maximum charges, clarity of signage and a tough code of practice that operators must adhere to in order to access DVLA records.
Murdo hopes to take forward an additional two features, a wholly independent appeals service and keeper liability to match the position in the rest of the UK.

“I am pleased that the Scottish Government has given their public backing to my proposals and I look forward to working with them on how best to regulate the industry.
“It is important that everyone is on the same page when it comes to cleaning up the private parking industry and it is good to see Westminster and Holyrood working together on this.
“Parkers in Perth have put up with a private company that has operated with complete contempt for motorists and the combination of both Sir Greg’s and my efforts will hopefully consign this type of behaviour to history.”
