Mid-Scotland and Fife MSP, Murdo Fraser, has today backed calls from the British Parking Association for a single code of practice and appeals service to help better regulate the industry in Scotland.
Parking Scotland is keen for light touch regulation to deliver the best possible service to motorists, car park operators and landowners. The present system with multiple codes of practice and appeals services leaves the industry open to differing levels of customer service.
The BPA believes there is now an opportunity for the Scottish government to establish a single standard setting body, accountable to government, and which can be fully funded by the private parking sector. This should enhance standards through an enforceable code of practice, established following consultation with consumers, motorists, operators and landowners.

“Motorists in Perth have been left frustrated by Smart Parking which in addition to dishing out fines incorrectly have proven to be particularly difficult to deal with when appealing these dodgy parking notices.
“A standardised code of practice and appeals service would bring the sector to heel and create boundaries for private operators to work within, this would be good news for everyone involved.
“After the positive noises we have heard from the Scottish Government I would hope that they will look at the BPA recommendations and liaise with them in order to grasp this opportunity to bring positive changes for motorists, operators and landowners.”
